Details of CAPE System Announced for IEEPA Refunds

On March 11, 2026, Customs and Border Protection (CBP) announced an update to the system proposed to process International Emergency Economic Powers Act (IEEPA) tariff refunds. 

Announced as the “Consolidated Administration and Process of Entries,” or CAPE, this new system will exist and operate within the Automated Commercial Environment (ACE). CBP stated that the estimated development of the various elements of this new system is, at present, as follows:

  • Claim portal component: 70% complete
  • Review and liquidation component: 80% complete
  • Refund component: 60% complete
  • Mass processing component: 40% complete

The process, as it was detailed, CAPE will transition importers through the process required to receive an IEEPA refund with a system that seems planned to be fairly straightforward. 

However, know that there is still plenty of time for this to change. The government appeal could still happen; there are still key functionalities under development, and how this will finalize is all very much still in the air, but for now, we can take this as a promising start.
