Further to the active status of Importer of Record (IOR) accounts, and as part of the Strengthened Customs Enforcement detailed in Executive Order 14411, importers are encouraged to ensure that their Importer of Record (IOR) status in the Automated Commercial Environment (ACE) portal is active (if applicable), and your company details on file with Customs and Border Protection (CBP) are correct.
Inactive ACE portal accounts or inaccurate contact details on file with Customs will result in deactivation, and CBP has indicated that it will begin deactivations on September 18th, 2026.
Key Details of the Regulation
- Automatic Deactivation: CBP will begin deactivating IOR numbers that have not been active for one year or longer and have no outstanding post-entry transactions. If your IOR account becomes inactive, you will experience delays in clearing future US-bound shipments until the account is formally reactivated. Reactivating an inactive IOR account requires filing CBP Form 5106 with complete and supported documentation for processing.
- Contact Details on File With Customs: Importer Name, Employer Identification Number (EIN), Social Security Number (SSN) or CBP-assigned number, mailing and physical address, phone number, and email address must be up to date on file with CBP.
What You Should Do Now
- Review Your Import Activity: If you haven’t imported goods into the US within the last 12 months, CBP may flag your account for deactivation.
- Contact Your Customs Broker: If your company contact details as noted above have changed, and you have not already notified your Customs broker of these changes, do so now so an updated Form 5106 can be submitted.
