‘Flying Truck’ Process to End November 24, 2026

On August 28, 2026, Customs and Border Protection (CBP) announced that they would be ending the ‘Flying Truck’ process. CBP has implemented a 90-day transition period, and as such, the effective date of termination is November 24, 2026. 

For those unfamiliar with this term, a ‘flying truck’ is a process in which an express carrier with goods arriving directly from a flight uses the same documentation at Customs for its ground crossing as it did for its air crossing. This process was originally devised as a band-aid solution for early implementations of the eManifest and Multi-Modal Manifest systems, and has been in use since 2009. However, it was recently determined that this process violates current regulatory requirements and must therefore be discontinued.

All express carriers that used this process are expected to update their operations to meet standard truck manifest requirements by November 24, 2026. Non-compliance could lead to delays, penalties, or other enforcement actions under federal law.
