On June 26, 2026, Customs and Border Protection (CBP) issued a message warning that it would soon begin deactivating Importer of Record (IOR) numbers in ACE that had not been used for one or more years and had no outstanding post-entry transactions.
Reactivation of IOR accounts that have been made inactive requires the filing of CBP Form 5106. Applications of this kind must be properly executed and supported for reactivations to be processed. Importers are encouraged to work closely with their broker before and during the submission of this form.
Importers in this situation are encouraged to reach out to their brokers to query, verify, update, and reactivate any inactive or status-unknown IOR accounts prior to requesting assistance from CBP.
Additional resources can be found here, and questions and queries can be sent to IORProgram@cbp.dhs.gov.
