On June 13, 2026, Global Affairs Canada announced adjustments to the tariff-rate quotas (TRQs) and policies for certain steel goods.
The import policies on the following imports will be extended for an additional year, with additional quota adjustments taking effect on June 28, 2026.

The following is a recap of the new requirements.
Affected Commodities: Shipments of specific steel goods that are found in item 82 on the Import Control List (ICL), originating from all sources with the exception of goods originating from Canada, the United States, and Mexico.
This does not apply to goods classified under a Chapter 98 tariff item.
Changes to Tariff-Rate Quotas (TRQs) on Steel Goods:
- This Notice replaces the previous Notice to Importers: Item 82 - Steel Goods - Serial No. 1160 and governs the administration of TRQs for certain steel goods.
- Effective beginning on June 28, 2026, the Third Amending Surtax Order will adjust the TRQ volumes for Hot-Rolled Sheet, Cold-Rolled Sheet, Hot-Rolled Bar, Structural Steel, and Stainless Steel Billets and Blooms product classes originating from non-FTA partners.
- TRQ volumes will also be adjusted for Hot-Rolled Sheet, Steel Plate, and Cold-Rolled Sheet product classes originating from non-CUSMA FTA partners.
- Certain tariff classification numbers will be reassigned from the Hot-Rolled Sheet product class to the Cold-Rolled Sheet product class, with corresponding volume adjustments.
- The Amended Surtax Order establishes TRQs above which a fifty percent (50%) surtax will apply.
