As a result of an inquiry that began on March 17, 2026, on September 9, 2026, the Canadian International Trade Tribunal (CITT) issued its determinations and findings regarding whether frozen and canned vegetable goods from certain countries were being imported in such quantities and in such a way that they would damage domestic industry. The report details the CITT’s findings and recommendations for the appropriate course of action to remedy the situation.

In summary, the end result of the inquiry is twofold: 

1. Frozen vegetables from the subject countries are not being imported in sufficient quantities to cause or threaten injury to the domestic industry. As a result, no trade remedies are recommended to be applied. 
2. Canned vegetables from the subject countries (with the exception of goods from Mexico, Israel, or another Canada-Israel Free Trade Agreement (CIFTA) beneficiary, Chile, Panama, Peru, Colombia, or Korea) are being imported in quantities that justify a response. As a result, a tariff rate quota is recommended on the import of goods from all subject countries, other than those countries listed above or those that are eligible for General Preferential Tariff (GPT).  

While the Canadian Government reviews the report, the 10% provisional surtax on global imports of canned vegetables announced in June 2026 will remain in place for its maximum duration of 200 days, or until it is replaced by the final safeguard measures. 

The details of those final measures have not been announced, and no date has yet been provided for when they will be made available.
