US Commerce Department Proposes New Duties on Aluminum, Steel, and Copper Derivatives.

The Commerce Department’s Bureau of Industry and Security (BIS) has announced a proposed increase to Section 232 duties on an additional 14 articles made with steel, aluminum, and copper.

If implemented, these targeted aluminum, steel, and copper derivative products would be subject to new Section 232 tariffs of 15% or 25%.

Following is a recap of the newly proposed requirements.

Affected Commodities: 14 additional articles made with steel, aluminum, and copper, including aluminum powder, brass-wind musical instruments, welding machine parts, floor safes, certain electric conductor cables, fire extinguishers, heat exchange unit parts, hydraulic engine and motor parts, self-propelled cranes, mobile lifting frames, straddle carriers, and various types of trailers.

Proposed Increases to Section 232 Duties:

  • Many of these new aluminum, steel, and copper derivative products could be newly subject to a Section 232 tariff of 25%.
  • Notably, cranes, mobile lifting frames, and various trailers would be subject to a lower Section 232 tariff of 15%.
  • The specific affected articles and their HTSUS codes include:
    • Aluminum powder (HTSUS 7603.10.0000).
    • Brass-wind musical instruments and their parts and accessories (HTSUS 9205.10.0000 and 9209.99.4080).
    • Welding machine and apparatus parts (HTSUS 8515.90.2000).
    • Floor safes (HTSUS 8303.00.0000).
    • Certain electric conductor cables (HTSUS 8544.49.2000, 8544.49.3040, 8544.49.3080, and 8544.60.4000).
    • Fire extinguishers (HTSUS 8424.10.0000).
    • Heat exchange unit parts (HTSUS 8419.90.3000).
    • Certain hydraulic engine and motor parts (HTSUS 8412.90.9005).
    • Certain self-propelled cranes, mobile lifting frames, straddle carriers (HTSUS 8412.90.9005 and HTSUS 8426.41.0090).
    • Various types of trailers (HTSUS 8716.31.00, HTSUS 8716.20.00, HTSUS 8716.40.00, HTSUS 2711.12.0020, HTSUS 2804.40.0000, and HTSUS 2901.22.0000).
