CBSA Implements New SWI IID Data Requirements for ECCC/CITES Regulated Commodities

On May 27, 2026, the Canada Border Services Agency (CBSA) will be making changes to the Single Window Initiative (SWI) Integrated Import Declaration (IID) Regulated Commodities Data Element Matching Criteria. 

These changes are being made to better identify shipments containing plant and animal products regulated under the Environment and Climate Change Canada (ECCC) Wildlife Enforcement program, namely, the tariff classifications beginning with HS codes 940161 or 940171. 

These HS Sub-heading codes cover: 

  • upholstered seats with wooden frames for domestic purposes 
  • upholstered seats with metal frames for domestic purposes. 

In technical terms, for importers of these goods, this means customs brokers will be required to complete additional coding that identifies if a plant or animal product is regulated under the Wild Animal and Plant Protection and Regulation of International and Interprovincial Trade Act (WAPPRIITA) and the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). 

In practice, importers will be required to verify the species of plant and animal materials in order for a complaint declaration to be filed. If any of the plant or animal materials used in the production of the seats are included on the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) regulated species lists, they will need an original CITES permit to be presented at the time of import.
