On June 26, 2026, the Canadian International Trade Tribunal (CITT) concluded an inquiry into Thermoformed Molded Fibre Tableware (TMFT) from China.
Complete details of the inquiry can be found here, the findings here, and the final measures in force here.
At the conclusion of the inquiry, the Canadian Government and the CBSA determined that TMFT originating in China have caused injury to the domestic industry and will now begin collecting finalized duties immediately.
The majority of exporters are subject to an anti dumping rate of 332.4% of the export price, while other exporting groups have specific rates based on their level of cooperation.
Following is a recap of the new requirements.
Affected Commodities: Thermoformed molded fibre plates and platters regardless of diameter or length, and bowls with diameters or widths of eight centimeters or greater and lips up to eight centimetres, regardless of fiber source, thickness, additives, colour, design, coating, or surface or other finishing, originating in or exported from the People's Republic of China.
Subject goods are typically listed under the following classification numbers:
However, it should be noted that there are goods within those numbers that are not subject to the Special Import Measures Act (SIMA).
Compliance and Documentation Requirements
In most cases, the CBSA Assessment and Revenue Management (CARM) system will automatically calculate the amount of SIMA duties that are payable based on the information provided. It is worth highlighting, however, that it is the importer's responsibility to verify the amounts assessed and, if necessary, correct the amounts.
Additional information on the documentation required is listed in full on the measure in force page.
